Appeals court keeps Guard federalized, bars deployment

The Seventh Circuit ruled Saturday that Illinois National Guard troops may remain under federal control but cannot be deployed while an appeal proceeds, pausing part of a lower court order. The court said Guard members need not return to their home states unless further ordered. U.S. Northern Command said forces near Chicago are training and planning, not conducting operations; 300 Illinois and 200 Texas Guard members were activated under Title 10. The Trump administration appealed Judge April Perry’s restraining order; she rejected claims of “rebellion” and warned deployments could inflame protests.
