Massacres in eastern Congo cast doubt on U.S. mediated peace deal

Human Rights Watch reports that Rwandan-backed M23 rebels massacred 141 Congolese villagers in July, despite a U.S.-mediated peace deal. The attacks, targeting ethnic Hutus, occurred in North Kivu province. The UN reported a higher death toll (319) from similar attacks. Both Rwanda and the M23 deny the accusations. The Congolese government expresses concern that these massacres undermine the Washington peace agreement and Doha talks, with fighting recently resuming despite the deal.
