Europe says US-Russia summit cannot decide on Ukraine land swaps

Ukraine and its European allies strongly oppose any land swaps with Russia being decided without their involvement, particularly before a ceasefire. While acknowledging Russia's current control over Ukrainian territories, they insist that any territorial concessions must be Ukraine's decision, not a precondition for peace talks. European leaders emphasize that aggression cannot be rewarded and that international law dictates that occupied territories belong to Ukraine. Concerns remain that Russia might claim a political victory by portraying Ukraine as inflexible, while some suggest tacit acknowledgment of Russian control might be necessary for future negotiations, similar to past diplomatic practices. Ukraine insists on a halt to fighting before negotiations begin.
