Granting partial summary judgment to Democratic and civil rights groups, she permanently barred the U.S. Election Assistance Commission from adding the requirement. The ACLU hailed "a clear victory for our democracy." The White House did not immediately comment. The lawsuit continues over other parts of Trump’s executive order, including a rule that mailed ballots must be received by Election Day.
