 
                    Military leaders ordered National Guard units in every state and U.S. territory to build quick reaction forces for civil disturbances, while Washington, D.C., must keep a 50-soldier military police battalion on active orders. Memos signed by Maj. Gen. Ronald Burkett envision more than 23,000 troops—often 500 per state—with training in batons, body shields, stun guns and pepper spray. The units must field a quarter of their troops within eight hours and all within a day, be operational by Jan. 1, 2026, and get equipment, trainers and monthly progress checks amid legal challenges in some cities.
