Forty-five percent blame Trump and congressional Republicans, 33% blame Democrats; views have shifted little since Oct. 1. Disapproval has reached 63% while approval is 36%. Concern is higher among women and Democrats. Respondents across parties cite stalled negotiations and health care as core points of contention.
