Two federal judges in Massachusetts and Rhode Island ruled the Trump administration cannot halt SNAP during the shutdown, ordering it to use emergency funds to keep benefits flowing to more than 40 million people. Massachusetts Judge Indira Talwani said states are likely to win on claims Congress intended reduced payments if necessary and found USDA erred in refusing to tap the contingency fund. The administration must report Monday on paying reduced or full November benefits. A Rhode Island judge warned of irreparable harm. USDA earlier said funds had run dry; the White House offered no comment.
