Trump authorizes troop pay amid government shutdown

President Donald Trump said he has ordered the Defense Department to pay service members on Oct. 15 despite the 10-day government shutdown, saying funds have been identified. The Office of Management and Budget told Congress it intends to use research-and-development money and said two years’ worth exist within the department. Defense officials did not immediately comment. As Senate efforts to pass stopgap funding stall, leaders traded blame, and military families voiced fears about missed paychecks. The Trump administration also began laying off thousands of federal workers across agencies on Friday.
