Union presses clean CR as Senate blocks pay

The head of the largest federal workers’ union urged Congress to pass a clean continuing resolution and end the shutdown, demanding every employee return with full back pay. As Senate Republicans failed to move a clean short-term bill amid Democratic insistence on extending Affordable Care Act subsidies, President Donald Trump, speaking aboard Air Force One to Japan, blamed Democrats for the shutdown and air traffic controller shortages, and pressed them to back a clean funding measure. Separately, the Senate fell short, 55-45, on advancing Sen. Ron Johnson’s plan to pay some workers, despite three Democrats joining all Republicans.
