Shutdown Standoff Hinges on Health Tax Credits

On Day 19 of the government shutdown, Sen. Mark Kelly said the impasse could end this week if Republicans negotiate on extending health insurance tax credits, warning premiums could jump Nov. 1 without action. Republican Sen. Katie Britt urged Democrats to reopen the government first, saying talks can follow. Senate Majority Leader John Thune has offered to guarantee a vote on the credits after the shutdown ends. Congressional leaders haven’t met since a Sept. 29 White House session with President Trump, which Kelly said lasted just an hour.
